Yes, I believe this was a Packard and yes, the body is from Europe

Bentleybob is right: it is from Hungary.

It is not by Zupka. As you seems to find coachbuilders in Denmark, Norway etc. easily, this one can't be a problem

Though this car is not featured online, but you can find the name of the company on some Hungarian websites.
