Such a small blower for a bulky car!
Must have a small engine, so as it's obviously in continental Europe perhaps it's a Rally.
Actually doesn't look like France - more Germany/Austria-Hungary I'd say.
Opinionated but sometimes wrong

The race took place in Austria but neither the driver nor the car came from Austria

Well a combination of Italian driver in a British car should be easy enough ;)
That would be Johnny Lurani in an MG K3, I thought, but although it doesn't look like Lurani, it could just be a modified MG K3.
Raffaele Cecchini used a single-seater K3 to win the Italian 1100 cc championship (causing the rules to be changed to prohibit foreign-made cars), so perhaps it's him in that car, but I can't find any report of him doing non-Italian events.

Ah yes and the complexities of the Tyrol and its frontiers confused me!
Here we have always called it the Stelvio Pass, and I know the Austrians know it as Stilftserjoch even though it's been Italian for as long as I have known it. In 1934 Bozen (Bolsano) and Trient (Trento) were Austrian, and you would have to approach the Stelvio through Austria unless you started from the top!
Anyway, whatever it was called, it counted to the Italian Championship which Cecchini won.
