Remind me of one of those high speed Cable run models

All it needs is the tether/cable, and the cylinder head sticking out of the cockpit and a circlular track

I don't know how far it went or if it just remained a project, but it was not a Cable run model.

OK, 1 point for the nationality PLUS a simple feature of this car (quite easy if you read my previous reply) and 1 point for the name of the "builder", quite common in that place (I'll give more clues to find him later).

Yes, now I realized.
Since it was a long-sleeping puzzle I hope I did not waste anybody's time with that reply.
This vehicle was an electric concept, 4WD and 4 brakes on each wheel ("like the Bugatti 4WD" says the author of the article) and was built in XXXX by Mr XXXX XXXX. (don't count the Xs).
