All it needs is the tether/cable, and the cylinder head sticking out of the cockpit and a circlular track

Yes, now I realized.
Since it was a long-sleeping puzzle I hope I did not waste anybody's time with that reply.
This vehicle was an electric concept, 4WD and 4 brakes on each wheel ("like the Bugatti 4WD" says the author of the article) and was built in XXXX by Mr XXXX XXXX. (don't count the Xs).
