Remind me of one of those high speed Cable run models

All it needs is the tether/cable, and the cylinder head sticking out of the cockpit and a circlular track

I don't know how far it went or if it just remained a project, but it was not a Cable run model.

Yes, now I realized.
Since it was a long-sleeping puzzle I hope I did not waste anybody's time with that reply.
This vehicle was an electric concept, 4WD and 4 brakes on each wheel ("like the Bugatti 4WD" says the author of the article) and was built in XXXX by Mr XXXX XXXX. (don't count the Xs).

There's nothing more about in the article I've got...the year should be 1932.
