The name at the side says M. Claeys, if I read it right. So it is probably some pedal car fun at the Belgian coast of the North Sea.

Very close...it appeares in different postcards, one of them from a place distant 5\6km from Zeebrugge.

It won't take you much now...there is not a 'J' or 'H' in that 4-letter logo. It ends with 'S' but you'll find it looking in that source before than guessing all possible matches.

The logo says "Nels", but I don't think it has anything to do with the car.

Nels is the name of the publishing company in Brussels that made the postcard. If you Google the name you will find many examples of their cards, with the name and logo on both front and back (examples below).

In fact, I think the company still exists today as Nels-Thill SA, Berthelotstraat 156-164, Brussels.

These vehicles are called "cuistax", "billewagens", "billenwagens", "billekarren" or "billenkarren" and are still in use on the Belgian coast in a bit more modern form.

OK, seems we are close to a solution.
I had the name 'Nels' but as Tom_I pointed out it has nothing to do with the car and I was wrong.
This brings me back to Wendax reply #2, and the "M. Claeys" lead.
I have nohing more on this...can anyone connect the dots?

Not sure how much more in the way of dots there are.  Claeys is a bike dealer in Blankenberge. Perhaps this was a home-build. The postcard is published by Nels, and the photographer, if I understand correctly, was O. Poppe-Matthys.  The scene is at a place called BREDENE AAN ZEE, and the card will cost you 8 Euro (no bids yet).
