well, the gb on the rear means that there's a chance it's british (but then maybe it was only registered there).  i've seen rear lights like this on old rovers before (although horizontal and not vertical)  and that steering wheel looks very much like one from a 1962 rover i drove once (for about half an hour or so only unfortunately - i had to give it back....). but as far as i know rover never made anything like this.  could it be a special bodied rover perhaps?
