That's a 1970 Anadol, made in Istanbul, Turkey. Powered by a 1300cc Ford engine, originally an Ogle-designed exercise for Reliant. That particular car appears to have been modified.

I think it's a Photoshop image.
I unearthed it because I was scrolling down the images trying to locate the year of manufacture of that body-style. I recognised the base car as an Anadol easily enough.I think the customisation would have been easy enough - lowered suspension, chopped roof and a grafted front radiator grille ; not necessarily a photoshop situation. There are young people all over the world doing this to their cars to make them more "individual" - personally i can't see why they don't spend the money it costs to buy a better car in the first place.
