It looks like the Meteor by Bob Petersen Engineering, it was featured on Top Gear last year.

Sometimes called the Bentley Meteor this car comprises a 1930 Rolls-Royce Phantom II chassis with an an 850+ BHP 27-litre Rolls-Royce Meteor engine, with modern petrol injection and electronic ignition technology to ensure that the engine operates properly under differing throttle and road conditions. The Meteor engine is an unsupercharged version of the famous Rolls Royce Merlin aero engine for use in tanks.
