The car is a 1947 Oldsmobile with a rebody by Spohn of Germany.
While I have found numerous references to the car, several photos including yours, I never
found a definite year of execution nor the name of the original owner.
Based on other similar cars build dates, I would guess 1950.
As to the original owner, I cannot come up with that, however one site had a reference to
a George W. Love of Memphis, TN who may have been the original owner or owned the
car later.
Let me know how close I have come.

You've given just about all the information I have about it.
Like you, I'm not sure if George W. Love actually commissioned it but I did get the impression he was its first owner.
It was based on a 1947 Oldsmobile but I believe the work was done around 1953 or so.
Anyway, you've given me enough to earn the point!

Rear view (from the Postwar Spohn thread, elsewhere on AP)

It almost looks like Spohn put a 49 or later body on a 47 frame. There couldn't have been too many of those lying around for the taking at that time and in that area, tho. Hermann Spohn may have been totally tasteless (just my opinion...but probably more a reflection of the times) but he was resourceful and found a pretty decent market for his "creations."
I can just imagine a "collaborative project" with Spohn, Luigi Colani, Gabriel Voisin and Savatore Dali...or maybe I can't imagine it...it's kinda too spooky to think about. ;D

Spohn's first use of this particular broadly curved one-piece windshield would have been 1952 as witnessed on other Spohn Custom creations as well as 1952 and later Veritas cars. Majority of the Customs were built in the 1952-54 period and sometimes can be dated by their first appearance in magazines however not the case with this particular car. Therefore it can only be said this was coachbuilt no earlier than 1952 and probably no later than 1954.
