I found the picture with a caption "Самоделка на базе "Москвича". Эстония 60-е годы", which means Home-built car based on Moskvich, Estonia 1960s. It is not called Pulsar.  ;)

OK (I didn't know it was from Estonia..) but I have a name for it (actually a name followed by numbers and a letter), which I still need for the point!

Well, if you mean Volna-407F than no, it's not this car. It's the one above ;) There is no more info on this one than what was already said - a 1960s conversion of a Moskvitch from Estonia.

I'll have to check my source again (assuming I can find it!)
Bear with me and it looks like Wendax might be due a point...

Yes, you're absolutely right, I mis-read which picture the caption belonged to.
So Wendax is due a point for finding the car and correctly identifying it as a home-built Moskvitch-based car built in Estonia.  More than that we don't know.
