Not quite sure where to go with this one.

The base car is a Hanomag 1.3 liter built 1938 to about 1940 or so in Germany.

The body is one of those, yes, but the car isn't!

Well, considering the grille opening is more or less blanked off and it appears
to have "swing axle independent rear suspension", a VW chassis might work
although one would have to wonder why.

Indeed so, a VW base it is.

OK, more research yields the following info.

After WWII, there were hundreds if not thousands of ex-Wehrmacht VW
Kubelwagens left all over Europe.  Owing to the rather fragile economic
situation in the Soviet Union and the East Bloc countries, many of these
Kubelwagens were made into "passenger cars" in various ways,  Usually
one offs and often very crudely done with materiel from military scrap yards.

This car is made to a much better quality standard and is I believe from
Czechoslovakia and from sometime in the 1950s but I cannot pin down
an exact year.
