It looks a lot like the 1949 Fiat 1100 Sircafi by Ghia.  The other photos I have found, seem to include semaphores in the front fenders, not visible on the puzzle car.

If this is the car, any idea what "Sircafi" means?

SIRCA was a car dealer in Milan and got the exclusive for some Ghia products. This is a sport version of the Supergioiello, only marketed by SIRCA.
I think the name stands for Societą Italiana per la Riparazione e la Commercializzazione di Automobili (Italian Company for Repairing and Sales of Cars), but I'm not 100% sure.
