It's Panhard-based but not Monopole.

Technically I was wrong when I said it was a Panhard base, because actually only the engine is Panhard;  in fact the base is DB, but not the Tank.

I think perhaps you've found enough out to have a 24-hour lock to see if you can find out who built this car and about when (not sure exactly myself..)

found from a panhard forum it is called a Roldanus probably from 1964

I'll give you that as you've found the builder, Roldanus in Holland.
It's much earlier than 1964 however, probably by about 10 years!  But maybe it was re-bodied with this one in 1964? Someone will know..
It has a Panhard Z1 engine and a DB chassis.
