Yes, correct, except I'm not exactly sure what year it is. I've seen references to a Flanders "30", but never actually seen a photo of one. I think they must be referring to the E-M-F model 30 made by the same company.

Based on the shape of the grill shell and hood, as well as the flat cowl and windshield supports, I'd say it's a 1910.
