Period not far off, but it's not a Simca.

Panhard Dyna junior 1951?

Yes, it's a Panhard Junior from 1951.
But I still need more for the point.
Exactly what is it, by whom and why?

Yes, but it's not just 'a prototype'.
So what is it exactly?!
And why was it made but not produced?

Well, OK, I'll give you the point.
But this was the first di Rosa car after he went on his own, and the first prototype of a model for the US market (as you say) but which the Americans didn't like so it was back to the drawing board..

No surprise. Mr. Lemaitre failed to design the rear end like le maître.

Panhard was sued by de Rosa who went out of business when he couldn't supply plans and parts for this car. When Panhard optimised the shell and structure it was quite succesfull since it was cheaper than the aluminum Dyna X 4door saloon. With the sprint engines this car would go t0 125 km/h. When Panhard restructured its factory switching from Duna X to Dyna Z this was the only model they produced.
No wonder Panhard had to ask Citroën for financial help and offer them production capacity in return...

I like this Dyna Junior a lot with its toy-like shape and size. It corners like hell BTW.

I love it too, although it really does look like a toy, as you say..!
