Searching for the name of the other hungarian car (PN #309) also from BME, appeared this one, even a video. But I have two problem, the Hungarian language with poor google translation.  And in the video appears the website sticked on the car. I think the car is called:

Aramauto hidrogénakkumulátornak by Alexander Kulczar Sandor, leader of Accusealed Ltd , an hybrid car Honda Powered 2012 Hungary:

The technology is concealed for a long time that the distilled water-filled plastic bottles is one of ion trap electrodes, nano-grids are stored in the hydrogen atoms, and only use when changing the polarity of the battery, releasing the hydrogen. This battery can be incorporated into either shoot you or blow up. This is used by the Kadar Lehel Hidrocar called funky little car. The essence of the scientific details, apart from the fact that the two rear wheel synchronous motor has been installed by the electric drive. Battery powered by an internal combustion engine driven alternator is charging. The gasoline engine powered by ethanol or hydrogen.

Well, Oguerrerob, you found this one :)!  This prototype has been put together by Accusealed, the University of Technology and Economics, the Hungarian Academy of Science with government support
in Hungary, featuring newly patented "hydrogen batteries"

One very well deserved point for you
