What's this exactly and when is it from (and I'm pretty sure it's not a re-post)?

ANYONE FOUND GIVING ANSWERS GLEANED BY USING GOOGLE SEARCH BY IMAGE WILL BE BANNED FOR AN INDEFINITE PERIOD!

Hommel is correct, but I need its full name and correct date for the point!

Actually I have it as 1999 but it could just as easily be 2000.

The Hommell has been on AP before but an earlier model with different front.
