What's this car, who built it and when?

Ford Specials are usually a tough nut to crack but I found it by simply Googling "Ford Special" although I still don't know who built it.
What I can add is that it is a Ford Special 1961 driven by a Mr. J. Price at Waverley Market Driving Tests in Edinburgh.
Whether Mr. Price built the car I don't know.
