What's this, by whom, based on what, from when - for 1 point?

That is an American hot rod/custom with everything changed on it eg wheels, bumpers, Packard grill etc etc.
They were usually based on 30s Ford V8s.
That one looks as if it could have been a 35 or 36 Ford roadster originally.

Now I need to know which '36 Ford Roadster - i.e. who did the job and when?

The 'from when' bit of the question really referred to when the restyling was done but I'll give you it anyway as I don't have an exact year, just around 1947/8.

Well, I'll clarify that.  It was photographed for a story in  Hot Rod Magazine of November, 1948, shortly after a Carson-style top was made for it.  It was also featured in the October 1949 issue of Speed Age.  Your source is prolly the same as mine...and it sez "Built in the late 1940s, Ray's roadster must have been completed in 1947 or 1948."  Btw, I used to be a co-sysop on that site (I guess I still am.)  I re-wrote some of that story in 2009.   

I spose I otta go back and do a little more editing of the stories...but I seem to spend too much time here or in research for puzzles found here.   ::)
