1 point for the puzzler who can identify what this car is and from when it dates?

This one I know:  it's a 1940 Siata 1100. But I don't know who the coachbuilder was ; was it Siata itself?

Siata 1100 coupe allegedly modified by Fratelli Ruggeri in Gallarate in the 1940s
