MG yes - but not based on Riley 1.5 or Wolseley 1500, although this prototype probably had a strong influence on those cars' design.
Give me the year and the name of the designer and the point will be yours (I don't think you can actually give me a model..)!

It is indeed by Gerald Palmer, yes.  I have it as 1953 but '52 is pretty close.
It's a proposal for a small MG saloon (1100 cc) I believe, but nothing came of it, although I think it heavily influenced the ultimate designs of both the MG Magnette/Wolseley 4/44 and Riley 1.5/Wolseley 1500.
I've seen it referred to as Palmer's take on a revised Morris Minor and that it's based on one but I haven't seen any proof of that; I'd be very surprised if this was anything other than a mock-up.
