I was afraid of that, as it looks like poor rework of a Robin Hood S7 (and the original was bad enough!).  So, is it German?

Yes, it is German and it uses Robin Hood parts. Next step is now to identify the base, which will lead you to the name given to it by its builder.

It looks to have Volkswagen torsion bar suspension at the front. Is it Beetle-based?

Well spotted, Tom. It is a private one-off based on a VW chassis using Robin Hood body parts. All needed now is the name. It is as short as you can get regarding the base and the looks. Who will be the first?

Be fair - it's less familiar than a Lotus 7 but isn't really any uglier.
