This is a bit of a guess, Delage D6, 1939 with a Chapron body?

Good guess but I'm afraid it's not a Delage, nor built in 1939 and Chapron didn't build the body.......

Hispano-Suiza is French or Spanish but it's not that.
Coachwork is not Vanvooren (that's French) and not that either....
