Not a Talbot or by Pourout.
The year is later than 1948.
However I can confirm the car and coachbuilder are French.

In post #7 I said the year was later than 1948.
I made a mistake on that and the year is actually 1939.
With that in mind I'll give you the point for guessing the correct coachbuilder.
