Not that but the year is almost correct and it is British.

The last picture is of the car as it appears today.
It's BH material unless a few more guesses are forthcoming.....

Let's try to solve this one rather than sending it to the BH.

The name of the car is an English town that is also a county if shire is added....

Stafford?
Stafford it is!
The original photo shows J. Colborne-Baber in the Stafford Special at the Weston-super-Mare Speed Trials.
It was built by Rodney Stafford in 1938.
I'll eventually add more information when my archives come out of store.
Bad luck Carnut, I'm sure you'd have guessed that soon...

Yes, I was looking forward to the going through them until I got there but sadly my fun was curtailed by Wendax's inexorable quest for points...
Stafford wasn't next on my list but it figured - I still had Bedford, Gloucester, Warwick, Nottingham, Leicester, Northampton, Worcester, Oxford and Cambridge to go through!!

Sorry, I didn't expect it to be much fun going through a list of counties.  ;)
And I didn't expect a point for that answer as the original puzzle questions contained more than the surname of the builder.

As the source of the puzzle is packed away at the moment I didn't think I had the name of the builder or the year.
I did discover them after you had answered!  :'(
