What is this car named? Who built it and what was it based on plus the make and model of the engine.

The Hillman Imp in the pic was introduced in 1963, by which time the Ken Flint ERA/Jaguar had been rebodied with a Costin creation.

Is the donor chassis anything to do with Cooper Cars?
I must be right - that's what it says on Wikipedia

I am going to take a punt that it was built within the last 15 years.

The bonnet catches look modified to suit the SVA / IVA Requirements, and the tent behind it is a fairly modern design with carbon fibre poles (not very common in the 1960s!)

Is a locost chassis under the bodywork?

Not the modified E-Type ERA or based on a Cooper chassis.
Neither is it the Aardvark Panhard or based on a Locost.

Now, I don't have a year for this 'one-off' but I think it was constructed in the 1980s/1990s period, and there is an Imp connection.....
