It sure looks like something that Raymond Besasie Sr. might have built as one of his ""X-cars", but I can't find any photos of this particular car to confirm it. Maybe it's the X-1, pictures of that one are hard to come by. I would say it's an American home-built custom, but I'm sure that even if that's true you'll need a lot more information - so I'll keep looking.

The hubcaps and the general stance suggest to me that the chassis is probably 1957 Dodge Coronet. But who took Exner's ideas and put his own exaggerated spin  :'(  onto them, I really don't know.
