It looks one of the several attempts of the Sizaire Freres from France to imitate the Rolls Royce. In this case may be a Sizaire-Berwick.

No, sorry, it isn't a Sizaire-Berwick. Although I do think the radiator was a copy of a Rolls-Royce.

No sorry, I hadn't heard of a Belga Rise before, I had to look it up, very interesting.

This car isn't French, or Belgian.
