Well, it's clearly based on a Fiat 850 Coupe.

But the engine is not the original Fiat one.

For sure a Fiat 850 and for sure Alfa engine: in the original pictures there is written "FIAT ALFA" on the tail.
But who built it? I still don't know...

A tiny detail I could find. Duncan's Whisky advertised on Anglia behind was apparently produced in Tanzania (http://konyagi.co.tz/about.html). So maybe there are some links with Tanzania for Fiat as well?

To the best of my knowledge there has been no racing in Tanzania since the country gained its independence in 1961.  And I'm 95% certain that isn't either of the tracks in Kenya.

Probably you're right about racing in Tanzania, as I've also never heard about it.
I'm also very curious about Ghana supposition - was there indeed a circuit back then? I've only heard of a current go-kart track and some bigger project (but still a project).

I was thinking about South African tin-top racing in fact...

I've found these pictures in an italian forum where they talked about Fiat 500 and 850 parts. They talked about brakes, stibilizers struts, and among other stuff about these cars for racing. They didn't mentioned anything about the car just that is based on Fiat 850 coupe.

Duncan's Whisky was distilled in Tanzania, but I also found a connection of it to Ghana. And the license plates in the background look like the ones from the Eastern Region of Ghana and are definitely not from Tanzania.

Ghana license plate prefixes:
EP - Eastern (Koforidua)
ER - Eastern (Koforidua)
ERA - Eastern (Koforidua)
EW - Eastern (Koforidua)

I would actually be a bit surprised if this was Ghana (where I've been).
The background looks far more like Tanzania (where I haven't been!)

This piece of magazine is in English. In Mozambique they speak Portoguese, but in Tanzania English is the official language.
Perhaps a race in Mozambique reported by a Tanzanian magazine, or a Mozambique driver racing in Tanzania...

But this is far from Ghana...
