For today's nice red car - what is this and where was it built?

Here is an Hotchkiss  686S49 GS type seen in Spain.

This pic was taken by my friend "House Spain" during a show.

It seems that it's a one off car based on a Peugeot 403 body.

This is described as a "1954 Hotchkiss 686 S49 Coupe" (photo taken at the same show/auction as the puzzle car of course):
