WindJammer Electric Trike.  Built by Gary Reid of Las Vegas.  The rear of the trike encloses a "wind turbine" which charges the batteries.

Yet another perpetual motion machine, like we have already seen from China and Africa.  Although the build quality on this one is certainly higher.  (Perpetual motion:  As the vehicle moves through the air, the wind turbine charges the battery, which moves the vehicle forward, which turns the wind turbine to charge the battery, etc.)

(I just noticed.  On the right rear corner, it has a flip-open gas filler door.  That goes nowhere, as it uses no gas)

Absolutely correct.  Another point for you.

One thing to add:  Gary's "bubble kustom" also uses solar cells to add to the charging fan system.  He admits that it's not perfect, but he has a lotta fun with it...and it's sure an eye-catcher at car shows.

There's an electrical connection in there for charging the batteries on 120vac.  Serves the same purpose as the gas cap.   ;D

When I worked in the auto biz (many moons ago) one of the emissions sources the big 3 was trying to tackle was 'off-gassing' of plastics, paint, etc. I suspect, given the da-glo Krylon on this baby, along with the chemicals used to make the solar cells, the 'zero emissions' claim is a claim only.
