In the picture are Don Johnson, Jeff Shipley, and Bob Greene (Hot Rod magazine editor).  Picture from 1963.  One of three cars build by Car Craft Machine.  Built from a P-51 Mustang drop tank.  Runs a fuel-injected, supercharged 331 c.i. Chrysler Hemi.
