It is a European car, altered in the US by its owner/driver. I have e-mailed him to inquire about the engine, but as of now, I don't know what powered it.

Right! The engine is an Abarth mill. I'll post the details Mr. Morgan sent me when I inquired. He repurchased and restored the car (built by his father in the the late 1950's), and it's now in his collection.

From Mr. Morgan:

 "The Morgan - Abarth was built in 1959-1960 using a tube frame built by my Father and a modified Fiat 600 suspension, the engine was an Abarth Twin cam engine purchased from Carlo Abarth  ( I still have the correspondence between my Father and Carlo). We raced the car with considerable success, sold it around 1967 and I bought it back in 1995, I have restored it completely and put together a notebook story of the car with good documentation of its build, racing and restoration".
