I've an alternative idea. Could it by an unknown AVIA prototype? That brand was used by Aeronáutica Industrial S.A. of Carabanchel Alto (Madrid-Spain). Don't confuse with the Avia Microcar made in Cesckoslovaquia.

Could you say were did you found the picture & information? I didn't know the existence of that prototype but I was guessing looking at the motorcycles or similar producers around Madrid at the time of the license number (March 1963). Iresa had  big fire in 1962 that distroyed big part of the shop, maybe some already built vehicles were sold wen the company was shut down.

The photo was taken in Spain by the great automotive historian Nick Georgano. Unfortunately he knows very little about it either. Any further information from any reader would be very welcome.
