The front design is, er, different.

For one point, please respond and identify this car and its builder.

A 26 year old from Sri Lanka named Nilanga Senevirathne has been successful in designing a fully electric turbo car. The youngster, an entrepreneur technologist by profession, designed this vehicle which he has called Elca (Electric Car). Elca has been built at a cost of LKR 3 million ($22,853).

After some research, I found an interesting bit on this car.  The creator calls it an "electric turbo".  It seems there are fans mounted in the grills up front.  They connect to generators, which can add power to the batteries while driving.  The creator of the car doesn't recommend running the "turbo" feature for more than 20 minutes at a time.

So...  Batteries powering car forward.  Need more power?  Enable the wind-driven generator fans to add power to the batteries.  Perpetual motion anyone?
