Two hours of looking at Austin A40 Somerset cars/rods/customs and nothing.

At this point, MR. OP, the only thing to do is ask, assuming wheels are not cosmetic,
is the body mounted on another chassis???  Certainly it is not a UK variant as it is LHD.

The chassis has been modified. But there's more than that to the solution.

Austin A40 is correct.

Another hour invested.

Does the roof rack have any significance.  A rally car versus a hot rod, for example.
I cannot seem to put together the "tough" appearance of the car with the cute "pin striping"

I looked at that too, D-type and came up nothing.
Also looked at Paris-Dakar and Plymouth-Dakar and came
up with nothing.

Not a rally car. The roof rack was functional; it was used by the owner in his business, to carry goods.

Looking for Austin A40 and V8 I came across the car on the internet : it is called Chevy Two and its special feature is that it has 2 Chevy small blocks engines. Quite an achievement for such a relatively small car !
