The vehicle is Alvin's Acorn Safety Car.  The "Driver" is David "Dave" Seville.  But he is actually in the back seat.  The tall guy is Alvin of The Chipmunks.

To quote the source of my information:

An important part of Custom car History being the First car built from scratch by "The king of Kustoms" George Barris. Barris was commissioned to build the Car in 1965 for the Alvin and the chipmunks TV series at the same time as the " Batmobile ". At the time Alvin and Chipmunks was a highly succesful TV series and Batman wasn't established so George put all his effort and money into this car whilst just "Customising" the Futura concept car to create "The Batmobile"
