Found it, it's a Graham Convertible Model # 97 custom by Saoutchik. Currently for sale.

I was going to give up on this, as I was looking for something like a Delage or Hispano Suiza. But, I think you can see a part of the side valve flat head engine, which would point to a US made car.

Hemmings has a good article on this car.  It served as a staff car for a general in Algeria, and won the Pebble Beach Concours in 2015.
