Perhaps the Ford Special built by Alan Haworth in 1950?

It does seem ridiculously high! I think actually it is just a very badly-worded sentence, I expect they mean that although it only cost £100 to build it has an agreed insurance value of £400.... at least I hope that's what they mean! :o

You're possibly right, but this 'agreed value' insurance malarky is a modern phenomenon which grew with the classic car movement from the 1980s onwards.  There was absolutely no such thing in the 1950's!
