It is a Moskva by Рудольф Исаакович Гольдин (Rudolf Isaakovich Goldin) built in 1959

Right you are! Moskva was based on GAZ 20 and later got GAZ 21 engine as it was rebuilt after a big crash. Pictured is Goldin in 1959.

Goldin was a successful driver, but was killed in 1965 during a race around Luzhniki sports complex when after a mechanical failure his Melkus 63 lost control. After this accident racing in Luzhniki sports complex was abandoned for many decades.
