Yeah, the vehicle is easy.  Jeep FC.  Judging by the gent at the rear of the Jeep with what appears to be a shovel, one might deduce that they're on "road apple" detail.  However, there's something in the Jeep's bed that looks like a large camera.  Could it be a camera car?

The only reference I could find was to a movie called "Pepe."  I'll take a wild stab at it and guess that it's the 1956 film with Cantinflas and Shirley Jones.  I've never seen that movie (like I said, I'm not a movie guy) but the writeup of the story line seems to make is feasible.
