It's the 1990 Marti from Turkey.

In September 1990 the company Tüvesas from Adapazari/Turkey presented a small electric car prototype at the Trade Fair of Izmir. The three-seater was equipped with two 12-volt batteries of 100 Ah. The range was rather low according to that ....

Thanks for the picture because I knew about the car but had never seen it before.
This car was shown first in September 1990 at the Izmir fair.
It seems that after that production has started in Adapazari.
