The car is the Augma, built by Augustine Mabasa of Limpopo, in North Eastern South Africa.  The two articles are not clear about the date of creation.  Sometime before November 2009.  Both articles make certain that we know, the car is equipped with a "hooter".

It's full name could be the Augma ----------- Car.  What's missing?

I know it as the Augma Electric Car, but this is another one I have the details of on another computer, so I'd need to check if it's a hybrid.  If something else generates the electricity then of course it would be a hybrid..
