I'm going to guess Bruce McCall, who made real car ads that inspired him to transfer his talent to fantasy.  I don't recognize this drawing, though, and have no idea where it was used.

I've found it. It was the Mechanix Illustrated, July 1957. It was called Mechanix Illustrated Cruiser. The cover was signed by David Lockhart.
