Could those be the Ruppe & Son employees who built the 1910 Apollo automobile, where the Apollo program put the first man on the moon who was Neil Armstrong who is seen in the Mutt???

Good guess, but no. They work for an automotive supplier, though at the time the picture was taken, they also supplied the wooden wagon industry.

I guess the most logical route would be:

Armstrong > Mutt > Built by Kaiser/Jeep > which had acquired Studebaker (1964) > Studebaker Wagon employees

Are we any closer???

Well then I guess the connection must be Wapakoneta, Ohio.

Neil Armstrong was born there and the workers are from the Wapakoneta Wheel Company, where the little guys whittled down the spokes of wagon wheels and were called "little shavers".  They mostly made the wheels that were too difficult for others to make.
