Well, Otto, after a couple of hours of searching, I have the following
to offer.
The car is a 1941 Plymouth that was displayed at the
Chicago Auto Show of the same year. The Police/Sheriffs Officers
were apparently "cracking down" on the scantily clad ladies.
I have not been able to identify the ladies, other than perhaps, "ladies of the night",

They are not prostitutes, they are showgirls. Their names can be found via an internet search.
-
Elaine and Loretta Raush.
I don't know what "Show" they belonged to. Found it on a German
site and it did not give further details.

And with that, you have been promoted to the level of Expert - no more Rookie puzzles for you!
