From the start I thought Citroen Kegress. But I don't think the car is a Citroen?

Yes, the tracks are Kegresse, and the truck isn't a Citroen.

Crossley BGT1 circa 1923-25, conversion done by (I believe) Kegresse.

Yes, exactly correct. 1 point for you.

My source says that they are Kegresse tracks, and that the photo was taken in 1925.
