The man is Luther Johnson, the car is a 1933 Studebaker.  He started 20th at the 1933 Indy 500, finished 10th.  I'm not sure the car was raced in this configuration.

I've tried to find more about that strange rear tire, with no luck.

It was supposed to be an aid in case of a puncture. If the bigger rear tyre blew up, the little one would have been put on the ground and could hold the car more or less on course. At least this is how it has been described in a contemporary Za Ruljom magazine note in USSR. Don't know whether it really could work on speed, though.
