I have found an article with photo of a virtually identical type of vehicle that was specially built for the State of Indiana in the 1930's.

The photo shows a "truck" with the same motor hood and grille but a slightly older cabin.
Otherwise all details are the same.

The "truck" part looks to me like a 1934/35 Dodge.
