It is a Stanley, but not the one you've named.

I finally found it. It's the 1925 Stanley SV 252 Prototype. The front chassis dumb irons identify it as a 252 or 262. I couldn't find one with those unusual front shackles, until I saw the photos of the prototype on a Stanley website.
